Program Overview

Permanent Residence Through Quebec's Investor Program

The Quebec Investor Program is administered by Quebec's Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI). Through an approved financial intermediary, the investor places CAD 1,000,000 in a five-year term deposit guaranteed by the Quebec government and pays a CAD 200,000 financial contribution to Investissement Québec Immigrants Investisseurs.

The CAD 1,000,000 is repaid without interest at the end of the five-year term; the CAD 200,000 contribution is not refundable. Selection has two steps: a notice of intent to select, then a Quebec Selection Certificate (CSQ), after which the applicant applies to IRCC for permanent residence.

Residence requirement: The program requires a stay in Quebec of at least 12 months within two years of the work permit being issued, at least 6 of them by the principal applicant.

Who qualifies:

  • Net worth ≥ CAD 2 million (legally acquired)
  • At least 2 years of management experience in the last 5 years
  • Oral French at level 7 or higher on the Québec scale
  • At least a secondary-school-level diploma

Spouse & dependents included at no additional investment cost.
