Operating a Business vs. Investing: Which Route Is Right for Your Client?

Decision Framework · Pathway Comparison

Two distinct models exist in Canadian provincial business immigration: operating a business under a work permit until nomination, or Quebec's investor program, which requires an investment and a contribution instead of running a business. Both now begin with a work permit. Each fits a different client profile. Here is the framework for making the right recommendation.

Who Is the Work Permit Model Right For?

Clients with genuine business experience who are ready to operate an active business in Canada and can relocate the family while the business is being established.

Clients with C$400K–C$1M in net worth who want to deploy capital into a real business they own and operate — not a passive instrument.

Clients who want to choose their province — the work permit model spans six provinces, offering significant flexibility in location, industry, and program requirements.

Clients with a specific business idea that fits provincial demand — a food manufacturer for Atlantic Canada, an agri-business operator for Manitoba or Alberta, a tech company for BC.

Who Is the Quebec Investor Program Right For?

Clients with C$2M+ in net worth who can invest C$1M for five years and pay a C$200K non-refundable contribution.

Clients who do not want to operate a business — passive investors, retirees, or clients with primary business interests outside Canada.

Clients able to spend time in Quebec — the program requires a stay in Quebec of at least 12 months within two years of the work permit being issued.

French-speaking clients — the program requires oral French at level 7 or higher on the Québec scale and at least a secondary-school-level diploma.
